Unfortunately, it’s no longer a question and was answered quite conclusively when the advanced persistent threat group Shadow Brokers stole cyber tools from the NSA. These cyber tools exposed major zero-day vulnerabilities in Microsoft, Cisco, and Linux Mail Server products.

These tools were then released to anyone who wanted them. In 2013, several high-profile attacks occurred making use of NSA tools, like Eternal Blue to better facilitate specific tasks like lateral movement. The most infamous of these attacks was the WannaCry ransomware attacks that impacted organizations globally including effectively crippling the UK’s National Health Service. Ultimately, the e incident showed what financially motivated and other state-sponsored groups could do if they got their hands on weapons-grade cyber tools developed by a powerful country. This time it was the NSA, possibly the most well-funded organization capable of mass cyber operations with what appears to be very little oversight and under the auspices of national security.
